BID Management Team
To best serve the businesses within the BID district, Andover BID is managed by two part time staff both held to account by a volunteer board of directors. The BID management team are in place to support businesses by liasing with various partners in town – such as Hampshire Constabulary, Test Valley Borough Council and Andover Town Council to name a few. Our job is to be one voice, the voice of the businesses and to make sure that the businesses best interests are heard and supported. We also proudly support our businesses through social media, marketing and town events. Our biggest resource and assets it our Town Rangers who are well respected and appreciated by our BID members as they offer safety and security in our town centre.
We are also proud to work with a voluntary board of directors drawn from the business community in Andover. Our board members represent the multitude of sectors covered by our levy-paying Andover Town centre businesses. When a vacancy occurs, any levy-paying business may apply to join the board and an appointment is made to complement the make-up of the board.
ANDOVER BID BOARD
The BID board, chaired by Bev Botha, works to set strategy, provide strategic leadership, and oversee the work of the BID in meeting the objectives set out in its 5-year plan. The Board sets the company’s values and standards, strategy, and policy development, and ensuring that the human and financial resources are available to achieve objectives.

Bev Botha
BID Board Director and Chair
Bev owns Andover’s well-loved treat paradise, The Travelling Cupcake, after starting out as a pop-up shop, she now has two flourishing premises in town. Bev cares passionately about Andover and believes the town has the potential to really blossom. She is keen that new businesses and particularly independents are attracted to the town and are given every encouragement and support to develop and flourish. Bev aims to ensure that BID is a strong and active voice for Andover businesses, articulating their views when decisions about the town are being made.
Amy Mellor
BID Board Director
Amy runs a retail business and brings to the BID Board her wide-ranging experience in marketing and consumerisms. Amy is a millennial and has grown up in the technological era, giving her a perspective on how technology has completely altered the way we shop and communicate. She is an ‘enthusiastic shopper’ herself and understands what attracts her generation to towns, events, and stores. Amy is keen to help build the reputation of Andover, and to increase the awareness of retail businesses, particularly the independent retailers.
Mark Leech
BID Board Director
Mark was a founding member and one-time chair of the former steering committee. Mark has been a great asset in securing the buy-in of businesses in the BID-Area and he plays a significant role in guiding policy matters, to meet the interests of local businesses. Mark continues to build on this strong foundation, helping to ensure that the ongoing concerns and priorities of all BID-Area businesses are listened to, represented, and actioned.
Chris Attrill
BID Board Director
Chris is the Chief Executive of Valley Leisure, a charitable trust in the leisure sector. His skills are varied, with an emphasis on high standards and excellent service. Chris has a young family and cares about Andover. He believes BID has a positive impact on the town, bringing a sound and proven approach in these challenging times. As a Board Director, Chris brings a balanced and strategic approach to the team, combined with advice on strong governance. In addition, his creative skills are able to support the dynamic work undertaken by BID.
Paula Grant
BID Board Director
Paula is the owner of Wessex Spirits and The Gin Palace in Winchester Street and took over the business in February 2025. The Gin Palace combined with The Andover Tap at the same time, and I run the business with my husband Tim.
I have previously worked for several major retailers as a Buyer and Commercial Manager, most recently in The Channel Islands for a multi-site food retailer.
Now I work most days in the Andover and spending more time in the town, I really want it to thrive. I previously came into town only occasionally, but now, every day I see the people, shops, businesses, and the potential for it to be even better.
I joined the BID Board to try to improve our town and will work hard to do what ever I can to show others how great it can be. I give my time freely and am willing to put in the effort to make a difference.
When there is a vacancy for a role on the BID board, applications are encouraged from any town centre levy-paying business and will be considered subject to the applicant having the correct and necessary skillset and suitability for the balance of the Board.
